Sri Lanka's constitution has no provision therein to enable a citizen to file action against the government on the issue of the NWP. The situation is different to India where the constitution protects their water resource which is known as the common property of the people. Be that as it may, natural justice indicates that a few elected individuals cannot lay claim to administrative rights of the fundamental natural resource of the people. We elected them to govern us... not our water.
